Country Summary Report


This paper combines the executive summaries of the anti- corruption and integrity strategies for seven African countries: Benin, Ethiopia, Ghana, Kenya, Malawi, Tanzania, and Uganda. These strategy matrices were developed with input from national figures, facilitated by the World Bank. The summaries include priority areas for reform identified for each country.

Action Programs in Brief


This volume was produced in September 1999 by the Governance, Finance and Regulatory Group at World Bank Institute (WBI), and teams representing seven countries in Africa (Benin, Ethiopia, Ghana, Kenya, Malawi, Tanzania, and Uganda) as part of the Core Course Program, "Controlling Corruption: Towards an integrated strategy". It represents a draft of the Work-in-Progress by the Country Teams of Benin, Ethiopia, Ghana, Kenya, Malawi, Tanzania, and Uganda to improve governance and control corruption through collective action. The paper describes the co-operative process of carrying out this programme, and then presents the executive summaries and draft action programmes for the seven countries. It also includes a checklist of anti-corruption measures in an anti- corruption strategy.

Benin


The strategy was developed with the Government and other stake holders, as part of the World Bank's pilot programme for controlling corruption, which is being implemented in seven African countries, including Benin. The matrices and action plans which have been developed, cover strengthening of political will, law enforcement, addressing the judiciary and the legal system, public sector institution reform and education and communication.

Ethiopia


The paper strategy was developed with the Government and other stake holders, as part of the World Bank's pilot programme for controlling corruption, which is being implemented in seven African countries, including Ethiopia. The matrices and action plans analyse and prioritise problem areas, target civil service reform, and suggest an integrity strategy through which to address the main issues.

Kenya


The strategy was developed with the Government and other stake holders, as part of the World Bank's pilot programme for controlling corruption, which is being implemented in seven African countries, including Kenya. The matrices and action plans which have been developed, focus on strengthening the rule of law, financial management, public procurement systems, public sector reforms, and customs and revenue. It is also emphasised, that the new action plans must be linked with existing programmes.

Uganda

The matrices and action plans which have been developed, cover the rule of law, financial management, public procurement and customs reforms.
